September 14, 1967, Stepanakert city, Artsakh

1991, graduated from Physics and Mathematics Department of the Stepanakert State Pedagogical Institute (now the Artsakh State University).
1991-1992 Post-graduate studies at the Khachatur Abovyan Armenian State Pedagogical Institute, specialized in Social Psychology (Yerevan).
1998, graduated from the Vienna Diplomatic Academy.

Career Experience
1992-1993 Leading and then Senior Specialist of the Information Policy Division of the Information and Press Department under the NKR State Defense Committee.
1993-2001 Held different positions within the NKR Ministry of Foreign Affairs:
Head of International Organizations Division,
Head of International Organizations Department,
Adviser to the Minister - Head of the Political Department.
2001-2007 Deputy Minister of Foreign Affairs of the NKR.
2008 Founded and till 2017 headed the Artsakh Public Council for Foreign and Security Policy.
2016-2017 Ambassador at Large of the President of the Republic of Artsakh.
1993-1997 As part of the NKR official delegation participated in the negotiations on the settlement of the Azerbaijani-Karabakh conflict under the mediation of the OSCE, the Ministry of Foreign Affairs and Ministry of Defense of Russia.
2004-2007 Was involved in the works of the Inter-agency Commission for Information Security Issues of the NKR Security Council.
On September 25, 2017 by the decree of the President of the Republic of Artsakh was appointed Minister of Foreign Affairs.
On May 29, 2020 by the decree of the President of the Republic of Artsakh was appointed Minister of Foreign Affairs.

Scientific activity
Masis Mayilian is the author of the book The Karabakh peace process. A view from Artsakh (Yerevan, De Facto, 2016), as well as numerous research articles and analytical reports on the Azerbaijani-Karabakh and other conflicts, the Armenian-Turkish relations, as well as the Caucasian regional problems. As an expert, he delivered speeches at international and regional forums.
