1989 graduated from Yerevan State University faculty of oriental studies.

1990-1993 completed post-graduate course at Oriental Studies Institute of RA NAS.

Career Experience

1993 worked at the RA Ministry of Foreign Affairs in policy planning and Middle East departments.

1996-1997 was the head of Turkish division of RA MFA’s Middle East department.

1997 worked in the NKR Ministry of Foreign Affairs; up to 2001 was the permanent representative of the Nagorno Karabakh Republic in the Republic of Armenia.

2002 returned to RA and was at the head of Middle East department.

2005 was RA permanent representative in the Organization of the Black Sea Economic Cooperation (BSEC).

2010 was at the head of neighbouring countries department in the RA MFA.

By President’s decree of September 22, 2012 was appointed NKR Minister of Foreign Affairs.

He has diplomatic degree of extraordinary envoy and plenipotentiary minister.

Has a good command of Russian, English and Turkish languages.

Married, has two children.
